According to the release, when pavement was removed from the parking lot, "it revealed wet, weak soil directly underneath it, and there will be increased costs to get all the wet and weak soil out from the parking lot. It will also require increased costs for greater quantities of paving, concrete curb and sidewalk. It is expected that removing the poor soil will increase the pavement life and quality."

The project is expected to completed by May.
