The rankings are based on a "weighted average of crash severity" over a three-year period, according to the MnDOT document. For example, one fatal crash is weighted as heavily as 70 property damage crashes. A crash resulting in severe injury is rated half as heavily as one resulting in a fatality, according to the document.
