Oakdale Police Blotter: Man Arrested After Parking Lot Scuffle

An Oakdale man allegedly assaulted a Lake Elmo couple and damaged their car.

A 48-year-old man was arrested Tuesday for allegedly assaulting a man and woman and damaging their car near , according to an Oakdale Police Department report.

A Lake Elmo couple told police they were driving near the grocery store when they stopped for Charles N. Tongkuya, of Oakdale, according to the report.

Tongkuya allegedly started yelling at them and then ran up and kicked the rear driver’s side fender of the car, causing a dent, the report says. The 47-year-old woman, who was the passenger in the car, got out of the car and Tongkuya allegedly kicked her in the stomach, the report says. Then her 57-year-old husband got out of the car and allegedly was kicked while trying to get his wife into the car, causing marks on his forearm, the report says.

Tongkuya admitted to the incident, according to the report, and was booked in the Washington County Jail pending a formal complaint.

  • A 6-year-old boy threw a rock at a vehicle in the 7100 block of 46th Street chipping its paint and causing $500 damage. The complainant said she spoke to the boy’s mother about the damage and did not want to pursue charges.
  • An Oakdale woman called police to report that she struck a man riding a bicycle at 10th Street and Hadley Avenue. The man yelled and swore at her, but then said he wasn’t hurt and rode away. Ten minutes later, the man called to report that he had a cut on his arm from the incident. He declined medical treatment.
