Council, Commissions to Meet on Oakdale Mall

The Oakdale City Council, Planning Commission and Economic Development Commission meet Tuesday to discuss plans to close on the Oakdale Mall property by March.

Oakdale's City Council, Planning Commission and Economic Development Commission are coming together for a workshop meeting at 5:30 p.m. Tuesday, Dec. 14, to talk about redevelopment of the vacant Oakdale Mall at 10th Street and Hadley Avenue. After reaching an agreement with the building's owner—who the city had to take to court recently after he tried to cancel its purchase agreement—city officials are ready to move fast in the next few months. Here are a few facts about the project:

  • The city needs to close on the property in March, said City Administrator Craig Waldron, and before that happens the city must clear the property's title, issue bonds, approve a Planned Unit Development for the land and reach a development agreement with Ryan Companies (construction) and Wellington Management (property management).
  • A variety of funding methods will be used for the project including grants, tax increment financing (TIF) district proceeds and bonds.
  • City leaders learned Wednesday they secured a Metropolitan Council Livable Communities Grant of $1.2 million, Waldron said. This is in addition to a $1.4 million grant from the Minnesota Department of Employment and Economic Development that will be used for infrastructure improvements like road construction, traffic signals and sewer service.
  • The plan for the site is a mixed-use development, Waldron said, that would include office and retail space along with senior housing.
