The Oakdale city council amended the city ordinance regarding animals and fowl at its Feb. 26 council meeting.
Dog owners will now have a designated spot for their dogs outside of the Oakdale Discovery Center since the city council recently amended its ordinance. According to city documents, several pet owners have been observed leaving their dogs tied to patio chairs at the entrance of the Oakdale Discovery Center when the owners have had to access the building. Other pet owners have brought their dogs inside the facility, which is not allowed. A dog post idea was submitted to the city's Innovation Committee. The suggestion asked the Public Works Department to install a small hitching post for owners to temporarily tie their pets to while they entered the building. Some residents will receive notice of public improvement and assessment hearings for March 26 regarding extending a public sanitary sewer system to residential properties with individual sewer systems.
The cities of Oakdale and Lake Elmo will be working together to extend public sanitary sewer to residents with only individual systems. Twenty-four properties between the two cities have individual sewage treatment systems, but they all might join public systems. At its Feb. 26 council meeting, the Oakdale city council accepted a call for a public improvements hearing and an assessment hearing. The discussion came before the city council after two Oakdale property owners petitioned for a public sanitary sewer system since their individual systems are deteriorating and difficult to replace. The Oakdale city council approved an amendment to the winter parking ordinance.
Parking restrictions have changed since the city council approved an amendment to the Winter Parking ordinance last week. The item was a consensus motion on last week's city council agenda. The Oakdale Police Department requested a modification to the hours that restrict on-street parking in the winter months. The change would allow the hours to better align with Public Works snow removal. The parking restrictions were 1 a.m. to 7 a.m. and have now been changed to midnight (12 a.m.) to 5 a.m. due to the amendment. The Oakdale city council is required by an unfunded mandate to identify and eventually make all city sidewalks, trails and signal systems more accessible to people with disabilities.
The Oakdale city council approved a measure Tuesday night that requires the city to make public Rights of Way more accessible for people with disabilities. These public rights of way include sidewalks, trails and signal systems. The city won't be making changes to these public rights of way quite yet. First the city needs to develop a transition plan and identify all areas in the city that do not comply with federal and state requirements. This is an unfunded mandate. Stan Karwoski and Paul Reinke start another term as council members.
Stan Karwoski and Paul Reinke officially started another term as council members Tuesday night. Karwoski and Reinke were elected to four-year terms. This will be Karwoski's third, full term, having served a partial term in 2002. This will be Reinke's third term. Both are long-time Oakdale residents. The Oakdale City Council will meet at 7 p.m. at City Hall tonight. Prior to its regular meeting the council will also convene at 5:30 p.m. in a closed workshop to discuss labor negotiation proposals. The council will open the closed meeting to the public after the labor negotiations to discuss the communications and broadcasting budget in addition to other items, time permitting. The Oakdale city council adopted the 2013 General Fund Budget and tax levy.
The Oakdale city council reduced the overall property tax levy for the second year in a row Tuesday night. Before the city council was a request to approve the 2013 General Fund Budget, Tax Levy, Special Revenue and Capital Fund Budget and the Enterprise Fund Operating Budget. The city's goal has been to avoid raising residents' property taxes, and this year the council was able to reduce the overal property tax levy by $1,530 from 2012 and reduce it by $100,644 from 2011, said Finance Director Suzanne Warren. Warren noted that Oakdale was only one of three cities in Washington County in 2012 that actually reduced their tax levy. The Oakdale city council approved the extension Tuesday night.
The Oakdale city council approved a request to extend the tax increment financing plan for the Echo Ridge Senior Living facility. The TIF District 1-6 plan was implented approximately 12 years ago and is made up of a 100-unit senior rental housing facility at 1033 Gershwin Avenue. The request before the council Tuesday night asked to extend the term of the TIF district by an additional 11 years. TIF districts have a maximum of 25 years. The first TIF obligation was paid in full, which is why staff recommended the council extend the district for future housing projects, said Bob Streetar, community development director.
