Summerfest and being sent out into the Storm?

I want to know who's Idea was to have police officers vacate the beer garden at Summerfest 2 minutes before the winds hit last night? I asked the police officer where we were to go in the pouring rain all they said was home! So as good citizens we listened starting running in the pouring rain to our car and then wind hit! The closest place we could take cover was the bathroom in the pavilion. What kind of a liability is it to send people out into a storm instead of providing them a safe place. I hope no one got hurt last night. Maybe they should come up with an evacuation plan for when storms hit. Concerned and puzzled citizen!
